Legislative Matters

Proposed legislation to limit or even eliminate the rights of dog owners to responsibly keep and breed dogs has been a growing phenomenon across the United States for several years now.

The members of the PWCCA, Inc. believe that all dogs deserve to be treated humanely and responsibly throughout their lives, and that the breeders, owners, and veterinarians of our beloved companions are best equipped to make the decisions about their care and breeding.

To that end, the PWCCA supports reasonable, positive legislation while opposing legislation that impinges on the rights of owners to make the best decisions for dog ownership, care, and breeding, including the right to own and breed intact animals.

The PWCCA Position Statement on Tail Docking

The Pembroke Welsh Corgi Club of America believes it is and always has been an important part of our breed to have docked or natural bobtailed dogs. We strongly suggest that our puppies’ tails be banded as soon after birth as possible. This causes little discomfort to the puppies and is a totally bloodless procedure. Puppies that have been banded immediately return to normal nursing and settle in with their dam. The Pembroke Welsh Corgi Club of America stands firm on our right to raise our puppies as we always have, which includes the banding of tails.

Goals of the PWCCA Legislative Committee

  • To inform the Membership about pertinent, current legislative matters affecting responsible dog ownership, breeding practices, and threatening our breed conformation standard.
  • To act as a resource for the Membership and the Affiliate Clubs with regard to legislative matters.
  • To promote awareness within the Pembroke Welsh Corgi fancier community about the importance of personal involvement in support of positive dog welfare legislation and opposition of overly restrictive or damaging bills.
  • To oppose laws or legislative proposals which contradict or threaten the ethical keeping and breeding of the Pembroke Welsh Corgi and the upholding of the breed standard as defined by the Code of Ethics of the PWCCA.
